ONCC (O'Hare Noise Compatibility Commission) passed with a vote of 51 to 8 what they are calling a "Fly Quiet" plan. There is nothing quiet about this plan.
Absent from the reporting today is this plan puts 88% of the large wide-body aircraft on the same East/West communities already heavily impacted. Does this mean these communities get a break 12% of the time? Unfortunately no. As the Test 3 data demonstrated, the East/West communities will get all or nearly all of these flights every day of every week regardless of which runways are in the rotation. These are the loudest and most disruptive aircraft in the fleet mix and the only ones that fly continually throughout the night.
As if that wasn't bad enough, as a direct result of the elimination of the diagonal runway 15/33, this is actually more wide-body operations to endure since the start. This plan also concedes to the growth of the airport and overnight operations that will likely outpace the promises and false hope of full build-out.
